During a survey fielded in Brazil in July and August 2020, almost three out of four (73 percent of) respondents who did not receive emergency aid during the COVID-19 outbreak said their request for an allowance was either denied or still under analysis. About 12 percent of participants stated that they could not use the mobile app of Caixa Econômica Federal (CEF), the state-owned bank responsible for distributing the benefit. In the previous year, Caixa was the Brazilian bank with the largest real estate loan portfolio.
