As reported by a pre-budget survey conducted across India in 2022, over 89 percent of the participants expressed their support of the government levying a two percent cess tax on individuals with an annual income of over 20 million Indian rupees as well as a temporary tax on companies earning additional profits during the pandemic. The proposal was aimed to help the government raise funds for social services in fiscal year 2023.

Respondents were asked for their opinion on an imposition of a 2% COVID cess on individuals earning more than INR 2 crore per annum, and a temporary tax be imposed on companies making profits during pandemic.
