In 2019, the highest-congested urban expressway section in Japan was on the Kobe Route of the Hanshin Expressway from Nishinomiya JCT to Daini-Shinmei Road junction, where the loss of time was estimated at approximately 2.92 million person-hours throughout the year.
Hanshin designates the common region of Osaka, Kobe, and surrounding places in the Kansai region. If sections in the top-ten were not on routes of the Hanshin Expressway, they belonged to the Shuto Expressway, which is the toll road operator in the Greater Tokyo Area.
