About 57 percent of the population in Costa Rica and Mexico had obtained an education level below upper secondary education as their highest education level in 2021. Turkey followed closely with 55 percent of the population having achieved a maximum education equivalent to lower secondary or primary education. Lower secondary education completes provision of basic education, and is usually followed by upper secondary education. In 2020, over 22 percent of Mexicans had completed upper secondary education as their highest education level.
