In May 2022, during the ongoing coronavirus (COVID-19) pandemic, 276,500 people in Germany were put on short-time work. According to the source, the cyclical reduced hours compensation is guaranteed when the regular customary weekly working hours in companies are temporarily reduced due to economic reasons or uncontrollable circumstances. This requires that conditions listed in §§ 95 to 109 in the Sozialgesetzbuch III (Code of Social Law, SGB III) are fulfilled.
Number of short-time workers in Germany annually from 1991 to 2020 and monthly from January 2021 to May 2022
** Estimates by the Federal Employment Agency (Bundesagentur für Arbeit).
The estimates of the ifo Institute were retrieved from the ifo express service in December 2020 and the press release from June 2, 2022.
Figures until November 2021 refer to final information from the Federal Employment Agency. Final numbers on completed short-time work will be available only after a waiting period of five months, according to the source.
As the figures for 2020 and 2021 refer to the number of short-time work employees in the months listed, these are not directly comparable to figures from previous years, which show annual average figures.
According to the source, the figures also include cases, which cannot be differentiated in the political structure.
Figures until 2019 were published in earlier reports of the Federal Employment Agency.
