In the fiscal year 2023, around 27 percent of the budget of the long-term care insurance (LTCI) system in Japan derived from premiums paid by people aged between 40 and 64. About half of the budget was publicly funded by the national government, prefectural governments, and municipalities. Every citizen over 40 in Japan is obliged to contribute to long-term care insurance.
