In 2020, the National Capital Region of Delhi (NCR) topped the state innovation index ranking in India with a score of 46.6. The union territory of Puducherry scored 25.23 points in 10th rank. The innovation index consists of several indicators in categories like human capital, investment, or knowledge. Most of the states and union territories of India performed very well in 2020 and received more points compared to 2019.

The Indian Innovation Index of 2020 uses an input-output approach on the "enablers" dimension (23 indicators) as well as the "performance" dimension (10 indicators). Categories are for example human capital or knowledge output.
