According to a report from McKinsey, tier three cities had the largest share of e-commerce users among all city types in China in 2020, amounting to 25 percent before COVID-19 and increasing to 29 percent during the COVID-19 crisis. The share of e-commerce users shifted from tier two cities and above to tier three cities and below during the novel coronavirus (COVID-19) outbreak.
