During the acute phase of the COVID-19 pandemic, over 80 percent of Russian regions imposed regulations requiring wearing masks and gloves. Furthermore, nearly one half of the federal subjects had a permit regime, meaning that residents had to obtain passes to be allowed to go outside or to walk longer distances from their homes. In 2020, COVID-19 cases were recorded in each of the 85 federal subjects of Russia, with the highest number in the capital Moscow and the lowest in the Chukotka Autonomous Okrug.
