In 2020, when U.S. tech startups make a hiring decision between a few freelance developers, the most prevalent preference is for someone who speaks English over someone who does not, with 90 percent of respondents answering as such. The tied second and third preferences for freelancers are for someone more experienced and for someone who is more proactive over someone who is strictly following the instructions.
