From a list of the most popular and performing public services websites such as government websites or city platforms in France in September 2020, the source has measured which of these websites had the best and worst performance in terms of carbon dioxide (CO2) emissions page load on a mobile phone, in grams of CO2 equivalent. The average impact of a page on the 100 sites measured was 0.63 g CO2 equivalent with extreme values of 0.09 and 2.77g CO2 equivalent. Bordeaux.fr, the official city website had the lowest score in terms of total grams of CO2 equivalent per page as of September 2020.

* The number of assessed sites does not equal to 100 (in total, 95 public services websites were part of the ranking). The source did not indicate any explanation but adds the following: "100 websites in 5 categories were measured to qualify the level of maturity of public websites on digital sobriety in 29 countries, 21 departments, 12 regions, 18 state agencies and 16 ministries."
The source adds the following information :
"The measurements were carried out on the basis of a standardized protocol: On the smartphone, an actual measurement on a mid-range Android smartphone equipped with a Chrome browser was projected with a Carbon impact factor (EqCO2 / mWh), taking into account the following settings: WiFi mix (50%) - 4G network (50%) , brightness 50%, wear and tear on the phone battery at 500 full charge / discharge cycles.
The conditions were fixed in four steps: page loading (time set at 20 seconds), page inactivity (set at 20 seconds), scroll down or scroll (set at 10 seconds), background page (set at 20 seconds). Average of 3 consecutive measurements with standard deviation of less than 5%."
On the Datacenter and Network side, the Carbon Impact from the consumption of data exchanged with the device was projected using the OneByte Method by the ShiftProject."
