"The index consists of 18 categories at present, ranging from gay marriage to death penalty for homosexuals (...) It has a negative impact on the rating of a country, if human rights are not observed nor guaranteed or even worse, violated." The best rated countries that year achieved 12 points while four countries got the lowest index score (-21 points). By category, the highest score obtained was 3 points while the lowest score was -5.
