As of the beginning of November 2019, about 39 percent of the experts from industries covered by the ETS in China stated that they thought the power sector would be ready for a compliance market, which is the third phase of the ETS Development Plan, by 2019. Around 27 percent of them thought that the power sector would be ready for trading in the compliance market after 2020.
