Share of population with national health insurance membership in Ghana 2013-2017
As of 2017, only 35.3 percent of the total population of Ghana had active membership with the Ghana Health Insurance Scheme (NHIS), and this registered a decrease of 3.1 percent compared to the previous year. In the given period, the highest membership coverage was registered in 2015 with 40 percent of the population (around 11.6 million people).
The financing challenges that the NHIS faced between 2015 and 2017 might account for the decline in membership in 2016 and 2017. The NHIS was introduced by the government as a social intervention program that would provide residents in Ghana with financial access to quality healthcare.
