The difference between New York City's score and each listed city's indicates the difference in percentage between prices of both cities. For example, the cost of living in San Juan de Puerto Rico according to this ranking is 29.86 percent lower than the cost of living in New York City, since San Juan has an index score of 70.14.
The source defines the cost of living index as "a relative indicator of consumer goods prices, including groceries, restaurants, transportation, and utilities. The cost of living index doesn't include accommodation expenses such as rent or mortgage."
