In fiscal year 2021, local excise taxes accounted for around half of the tax revenue from tobacco products sold in Japan. Local excise taxes encompass prefectural taxes and municipal taxes.
Tobacco products sold in Japan are subject to four types of taxes, including consumption taxes, national excise taxes, local excise taxes, and tobacco special taxes. Consequently, taxes account for the majority of retail prices of tobacco products distributed on the domestic market.
