Ukraine received the highest number of index points in the region, exceeding 161.

According to the source, the index was calculated based on several components reflecting how authorities react to torture, such as open data availability on the number of torture reports, court statistics availability, presence of a special article on torture in criminal codes, availability of procedural guarantees for arrested and how those are executed, video surveillance at detention places and investigative institutions. Furthermore, for the preparation of the index, expert surveys of lawyers, prosecutors, judges, investigators, and human rights activists were conducted, asking about the effectiveness of investigations of torture reports. Those assessments were one of the components of the main index.
