According to a survey conducted in 2023 about the usage of light motor vehicles among private households and businesses in Japan, the majority of kei car drivers were married couples with children already living independently and out of the house, with 31 percent. Only two percent of mini car owners were childless married couples. Japanese mini cars or kei cars must not exceed 3.4 meters in length, 2 meters in height, and 1.48 meters in width. The engine capacity is restricted to 0.66 liters.

Passenger cars are classified under Japan’s Road Vehicles Act in three categories, based primarily on engine capacity: “standard” (over 2,000cc), “small” (661cc-2,000cc), and “mini” (660cc and under).
