As of April 2020, the highest proportion of stranded people taking shelter in relief camps provided by non-governmental organizations during the COVID-19 pandemic was in the state of Meghalaya with almost 95 percent. This was followed by Maharashtra with around 84 percent. According to the Government of India's response in the Supreme Court of India, more than one million people took refuge across India during the COVID-19 pandemic. Out of these, around 39 percent stayed in relief camps provided by NGOs.
