In the time period from May 25 to 28 in 2020, the number of metropolitan subway users in Tokyo Prefecture from 7:30 to 9:30 am declined by close to 60 percent compared to the average number of users between January 20 to 24, 2020.
Due to the growing number of the coronavirus (COVID-19) infections in Japan, the government officially declared a month-long state of emergency on April 7 for seven prefectures including Tokyo, and insisted citizens to stay home and work from home at least until May 6, which was later expanded to all of Japan with the duration of until the end of May. On May 25 however, the government lifted the state of emergency for all 47 prefectures in Japan.
