According to a survey conducted in September 2019 among cyclists in Japan, the majority of respondents, almost 61 percent, claimed to have almost encountered an accident while riding their bike.
As of February 2020, Saitama, Kanagawa, Shizuoka, Nagano, Shiga, Osaka, Kyoto, Hyogo and Kagoshima prefectures have enforced compulsory liability insurances for cyclists, in the event of high damage claims following accidents involving bicycles.
