The majority of Russians did not consider the Constitution, the highest legal regulatory act, to have a significant role in the country's life. As of January 2020, 30 percent of respondents stated that in reality, the document was not followed by many. As of November 2020, 27 percent of the polled believed that the Constitution was a warranty for citizens' rights and freedom. To compare the share of respondents holding such believes in 2016, was measured at 38 percent.
The Constitution of Russia was signed in 1993. In 2020, the country's president Vladimir Putin suggested several amendments to it during his annual address to the Federal Assembly. The constitutional reform touched upon the power of the executive and the social system in Russia. The country's citizens vote on them in an all-national voting in summer 2020.
