With over 5.8 thousand Russian rubles of excise tax per kilogram of tobacco products for tobacco heating systems, it was the most highly taxed tobacco product in Russia. To compare, the excise tax on tobacco in the country as of October 2019 was set at 3.05 thousand Russian rubles per kilogram. Liquid for electronic nicotine delivery systems had the lowest excise tax of 12 Russian rubles per milliliter of named commodity.
