The Tier 1 capital ratio of all six of the Netherlands' biggest banks far exceeded the minimum requirements, indicating a high level of financial strength among the four retail and two specialist banks. The Tier 1 capital ratio measures a bank's core equity capital divided by its total risk-weighted assets (RWA). In its current form in the third Basel Accord, known as Basel III, financial institutions must maintain a ratio above a certain minimum to ensure that they are protected against unexpected losses, such as those that occurred during the financial crisis. The minimum was set at six percent.
In 2022, ING Bank was the biggest bank in the Netherlands based on assets. In the second half of 2022, ING Bank's Tier 1 capital ratio stood at 16.4 percent.

Dutch sources do not publish numbers for 2018 and 2019 that cover the entire market. Instead, domestic sources only mention financial figures per bank.
This ranking consists of four retail banks (ABN AMRO, ING, Rabobank and Volksbank) as well as two specialized banks which exclusively provide services for the Dutch government and other publicly owned organizations: BNG and NWB (or Nederlandse Waterschapsbank).
