Part XII of the Treaty of Versailles deals with the administration of Germany's ports, waterways and railways following the First World War. In the treaty, five of Germany's major rivers were declared international, with Articles 211 to 217 outlining the amount of representatives from each country on the respective River Commissions. In most commissions, German delegates made up a plurality, but never a majority, while France and Britain were represented on all commissions (although this was not specified in the Nieman Commission).

* Membership of the International Danube Commission was initially reduced to just Britain, France, Italy and Romania, but was later extended to all pre-war members and riparian states.
** Article 342 does not name individual countries, only that there will be one delegate from each riparian state, and three representatives from non-riparian states. The riparian states in 1920 were Germany (East Prussia), Poland, Lithuania and Russia (Belarus).
