State budget revenue from tobacco excise duty in Poland 2010-2019

Since 2010, the excise tax burden on tobacco products has increased as a result of European Union regulations. EU Directive 2011/64/EU of June 21, 2011, required Poland to increase excise taxes to a minimum of 90 euros per 1000 cigarettes and reach a minimum of 60 percent of the retail price. During the period of tax rate increases between 2012 and 2014, excise tax revenues declined, and the increase in the tax burden contributed to the growth of the black economy.
In 2019, Poland's finished tobacco excise tax revenues amounted to 20.9 billion zloty. Also, revenues from tobacco excise taxes contributed to approximately 800 million zloty to the state budget, totaling nearly 22 billion zloty of tobacco excise tax revenues in Poland in 2019.
