According to a survey on governance among Indonesians as of August 2019, almost 20 percent of the respondents thought that the corruption level in Indonesia had been decreasing from 2016 to 2018. In 2002 Indonesian government established the Corruption Eradication Commission (KPK) to combat corruption in Indonesia. Since then, the KPK was also the state institution with the highest level of trust among Indonesians.
However, on 17 September 2019, the People's Representative Council (DPR) passed a bill revising Law No.30/2002, which pertains to a weakening of the KPK's authority to investigate corruption cases. A series of mass demonstrations led by students occurred in major cities of Indonesia on 23 September 2019 to object against this proposed revision, as well as several bills. The protests have since developed into the largest student movement in Indonesia since the 1998 demonstrations that brought down the Suharto regime.
