Special needs schools in Japan reported 3,032 incidents of bully behavior among the student body in the academic year 2022, with victims being the targets of threats and insults in over 46 percent of all cases. Following the enactment of the anti-bullying legislation in 2013, the government required schools to implement measures to identify bullying at an early stage and report even small cases like teasing.
