Three quarters of Russians refused to pay for legal online content as of September 2019 due to its high price. Furthermore, survey results revealed that one quarter of respondents across the country did not want to pay for an digital license due to ideological grounds. Overall, only nine percent of Russians admitted to purchase legal online content in 2019.
