Between 2008 and 2018, the share of government education expenditure on tertiary education in Hong Kong ranged from 27.8 to 45.5 percent, a peak in 2009. The Hong Kong government reduced the higher education spending proportion to 29.4 percent to allocate more spending on primary education in 2019. That year, education was the most important public sector expenditure in Hong Kong.
