In fiscal year 2019, 16 percent of the total U.S global health funding was classed as bilateral, compared to 21 percent in 2014. The statistic illustrates the share of bilateral and multilateral U.S. global health funding between fiscal year 2009 and fiscal year 2020.
Percentage of bilateral and multilateral U.S. global health funding from FY 2009 to FY 2020*
* Represents total known funding (base and supplemental) provided through the State Department, USAID, CDC, NIH, and DoD. FY13 includes the effects of sequestration. FY19 is based on funding provided in the “Consolidated Appropriations Act, 2019” (P.L. 116-6) and is a preliminary estimate. Some funding provided through Economic Support Fund (ESF) and Development Assistance (DA) accounts is not yet known for FY18, FY19 and the FY20 Request and is assumed to remain at prior year levels. Multilateral funding includes the Global Fund, GAVI, UNAIDS, UNICEF, UNFPA, WHO, PAHO, and the Global TB Drug Facility. Several international organizations (including UNICEF, UNAIDS, and others) that have historically received specified funding amounts in the budget are not allocated any funding in the FY 2020 Request. While it is possible that the Administration could provide funding to these organizations, such funding would have to be taken from either bilateral programs or other accounts.
