According to a survey conducted by Ipsos in May 2019, 55 percent of Indian respondents stated that leaders of the country put economic benefits as their first priority in international relations. Only eleven percent of respondents felt that their leaders decide on foreign relations based on whether or not the other country is a democracy.
The survey was conducted to understand global attitudes towards human rights issues and political leadership.

Original question: "Which two or three of the following, if any, do you think are most important to India's leaders when deciding on relations with other countries? Economic benefits"
According to the source, respondents were more urban and educated, with higher incomes than their fellow citizens, referred to as "Upper Deck Consumer Citizens". They were not nationally representative of their country.
