According to the results of the survey conducted by Ipsos in 2019, 59 percent of Russian respondents wanted Russian military to put avoiding civilian casualties and following warfare rules above the country's national interest. If Russia committed an international crime, 37 percent of the participants agreed that other members of the international community could intervene in its affairs despite the fact that this would infringe Russian sovereignty.
