Only 36 percent of Japanese people agree that the national military should always put avoiding civilian casualties and following the rules of warfare ahead of the country's national interest, according to a survey conducted by Ipsos in May 2019 in Japan. The survey revealed that among the participating countries, Japan showed the smallest share of people agreeing to the statement.
