According to the survey among residents in Shanghai in November 2018, 63 percent of respondents stated that providing education programs which encourage independent thinking, creativity and risk-taking was crucial to encourage a culture of innovation and support entrepreneurial ecosystem. In Shanghai, one example of the city’s efforts to build a smart city was to support greener buildings, such as 'zero-carbon emission' buildings.
