- Custody: decision reached by the appropriate authority by which the state takes responsibility of the child's custody. Unlike ex lege custody, declaration of abandonment is not required by the appropriate authority.
- Under consideration prior to the protective measure: files in the process of analysis prior to passing a protective decision. Those cases that have already been allocated a protective decision are not included under this section, notwithstanding that the case is being under consideration for amendments or cessation.
