According to a survey conducted by Rakuten Insight about 52.6 percent of the respondents in the Philippines stated that they did not own a car, as of June 2019. The traffic congestion in the Philippines is one of the problems the government faces. At the start of 2019, the government implemented the TRAIN Law that gave reform to taxation, specifically excise tax on some products such as petroleum products and automobiles.
