The mineral extraction tax (MET) on oil in Russia was set to increase to 17.18 thousand Russian rubles per ton by 2024 under a "refundable (negative) excise tax" mechanism, which aimed at transferring tax burden from export duties to the MET between 2019 and 2024. In 2018, the MET on oil amounted to 10.66 thousand Russian rubles per ton.
