The Business Under Surveillance (BUS) program focuses on improvement of workplace health and safety management systems. Companies put under the BUS program include those who have had serious accidents, those issued with Stop Work Orders for poor workplace health and safety management, or those who have accumulated a substantial number of demerit points. Companies are only able to exit the program when they have improved their workplace health and safety standards to effectively manage the risks their workers face.

According to the source: "The Business Under Surveillance (BUS) programme helps poor-performing companies improve their workplace safety and health (WSH) performance by requiring them to develop and implement a robust safety and health management system.
A company could enter the BUS programme if it has:
- Had fatal accidents.
- Demonstrated poor WSH management (such as poor site conditions that result in Stop Work Orders).
- Accumulated demerit points."
