Did uncommitted Democrats cost Clinton the election?

According to the BBC, Hillary Clinton just about edged the popular vote in the presidential election. However, Donald Trump won the electoral college, handing him the White House. Interestingly, fewer votes were cast in 2016 than the three previous elections. It could well be that a lack of turnout among Democrats cost Clinton the election. Read more on the indy100.
