As southern U.S. states face a surge of coronavirus cases, the rate of positive testing is spiking. Even though many have attributed the Covid-19's resurgence to the increased rate of testing, which is now double what it was in April, that alone cannot explain the steep rise in infections. The World Health Organization says that a positive case rate at or below 5 percent for two weeks is necessary before restrictions on movements can be loosened. As this infographic, created with COVID Tracking Project data reported by the BBC, shows, the positive case rate in Arizona on June 30 was 24.4 percent, well in excess of the WHO's recommendations.
