The Hong Kong convention aims to develop systems responsible for the recycling of ships to ensure that minimum safety and environmental protection standards are adopted by contracting countries. Prior to 2019, only a total of six states had ratified their entry into the convention, but since then an additional nine have followed suit, all joining in 2019. The flag state with the largest fleet, accounting for over 16 percent of the global tonnage, was Panama, who joined the convention in 2016.
